Delhi: Know in 5 points why Kejriwal government will not present the budget today?

New Delhi: On Tuesday, March 21, the Arvind Kejriwal government was about to present the budget for the financial year 2023-24 in the Delhi Assembly. All the preparations were completed but on Monday evening the news comes that now the budget will not be presented. Chief Minister Arvind Kejriwal himself made this claim. He claimed that the central government put a stop to the presentation of the Delhi government’s budget. Let us know why the Delhi government will not be able to present the budget in the House today?

The budget is presented only after the approval of the President

The Delhi government prepares the budget and sends it to the LG for approval, after which the LG sends it to the President through the Union Home Ministry. The budget is presented in the Delhi Assembly only after the approval of the President. On Monday evening, Arvind Kejriwal said that we will not be able to present Delhi’s budget tomorrow due to non-approval of the central government. In fact, the budget prepared by the Delhi Government and sent to the LG, the LG had registered 5 objections and sent it to the Home Ministry.

On March 17, the Ministry of Home Affairs had given instructions for change

On March 17, the Home Ministry had asked the Delhi government to remove these objections. But the Delhi government has not done that till date. And said that the central government is stopping it because the budget of our government’s advertisement is 550 crores. While the budget was the same last year as well. But this is not the whole truth. To know what is the truth, first of all understand the 5 objections that LG had filed:

1) Out of the budget of 78880 crores, only 20% has been kept for capital expenditure. Which is wrong. All the development work is done with the money of this item only. Infrastructure is created and then development is accelerated from that. Which is lacking in this budget.


2) Rs 4788 crore has been earmarked for subsidy on electricity, water and bus tickets. Which is wrong. LG has already raised the question as to why subsidy is not given through DBT even after Delhi DERC says so. Along with this, a budget has also been kept in the budget to compensate for the loss of DTC and Jal Board. Which is wrong. That is, if DTC and Jalboard are already in loss, then how are people being given this facility for free.


3) It has been said in the budget that in case of paucity of resources, a loan of 10000 crores will be taken in lieu of NSSF deposits. Which will be paid later. LG says that this loan will also be a burden on the people of Delhi. And even if a loan is to be taken, it should be used for development work and not for giving subsidy.


4) The revised estimate of advertisement for the year 2022-23 is 271 crores, while a provision of 511 crores was made in the budget. Then why the budget of advertisement was kept at 557 crores in this year’s budget.


5) Delhi is a Union Territory, all the schemes of the Central Government are implemented here. But why are the people of this place being deprived of the benefits of the Ayushman Yojana.

The Delhi government had to reply to these 5 objections of LG, which was not given, after which the government’s budget was not approved and now it will not be presented in the House.
