Himachal Pradesh Budget: Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu is presenting his first budget in the assembly today. In the budget speech of the financial year 2023-24, the Chief Minister has laid the foundation of many new schemes. Along with the increase in the amount of many ongoing schemes in Himachal, many new schemes have been gifted. Being a hill state, there is often talk of making a green economy and a green state. CM Sukhu has also made many big announcements for the Green State in his first budget. Many important announcements have been made including increase in the honorarium of Panchayat level public representatives, solar subsidy.

25 thousand subsidy on buying electric scooty

In the budget, it has been announced to give subsidy of 25 thousand to girl students above 18 years of age for buying electric scooty. This will benefit 20 thousand meritorious girl students of the state. In the budget speech, the Chief Minister said that a green hydrogen policy will be made to make Himachal a green state. He said that 50 percent subsidy would be given on the purchase of private e-buses and e-trucks in the state. The youth of Himachal will be encouraged in the e-vehicle sector. Private bus operators will be given a maximum subsidy of 50 lakhs for the purchase of e-buses. Apart from this, private taxi drivers will be given 50 per cent subsidy on converting their diesel taxis to e-taxis.

Diesel buses will be changed

The Chief Minister has also announced to convert 1500 diesel buses of HRTC into e-buses. The Chief Minister said that Parwanoo-Nalagarh-Una, Hamirpur-Amb-Nurpur, Paonta-Nahan-Shimla, Shimla-Bilaspur, Hamirpur-Chamba, Mandi-Pathankot, Manali-Keylong National Highways would be developed as green corridors.

In the budget speech, the Chief Minister has announced new schemes like Him Unnati Yojna, Mukhyamantri Vidhwa Ekal Nari Awas Yojna, Him Ganga Yojna, Mukhyamantri Laghu Kalyankari Yojna and Mukhyamantri Road Maintenance Yojna, Rajiv Gandhi Swarozgar Yojna etc.

Heliport will be there in every district

The Chief Minister has announced to connect all the districts of Himachal with heliport facility within one year. He has also announced to make Kangra district the tourism capital. A detailed action plan will be prepared for this.

Zoo will be built in Kangra

CM Sukhu announced that a zoo would be constructed at Vankhandi in Kangra at a cost of Rs 300 crore. A budget provision of 60 crores has been made for this zoo in the financial year 2023-24.

This gift to the medical department

The Chief Minister has announced to upgrade the casualty department of all the medical colleges of the state to make it an emergency medicine department. In these, the number of doctors and nurses will be increased. The Chief Minister has also announced a budget provision of Rs 50 crore for setting up of PET scan machines in all medical colleges.

announcement of increase in wages

In the budget speech, the Chief Minister has announced to increase the MGNREGA wages from Rs.212 to Rs.240. In tribal areas, MGNREGA wages have been increased from Rs.266 to Rs.294. 9 lakh MNREGA workers of the state will get the benefit of increased wages. The government will bear the expenditure of 100 crores on this.

Honorarium of public representatives will increase

The Chief Minister has announced an increase in the honorarium of representatives of municipal bodies and gram panchayats. The honorarium of Zilla Parishad President and Vice President has been increased by Rs 5,000 and that of member by Rs 500. There has been an increase of Rs 500 in the honorarium of BDC President, Vice President and members. The honorarium of Gram Panchayat head and deputy head has been increased by Rs 500 and that of ward member by Rs 200. The honorarium of municipal mayor, deputy mayor and counselor has been increased by Rs 5,000. Similarly, the honorarium of the Municipal Council President has been increased by Rs 5,000 and that of the Vice President and Municipal Councilor by Rs 500.

The Chief Minister announced setting up of a new town of Himuda in Jathia near Shimla. For this, a DPR of Rs 1373 crore will be prepared.

The deadlock between the ruling party and the opposition continues during the budget in the Himachal Pradesh Legislative Assembly. BJP leaders arrived in the House this morning with a black band on their arm. CM Sukhu has read his budget speech amidst uproar in the House.
